In order to enhance the level of commercial mediation services, strengthen cooperation and exchanges in the field of legal services, promote the development of a joint mediation cross-border mechanism in Guangdong, Hong Kong and Macao Bay Area, and build a harmonious and stable environment under the rule of law, the Shenzhen Qianhai International Commercial Mediation Center (hereinafter referred to as the "Mediation Center") held the following ceremony in the morning of December 6, 2023 Signing Ceremony of the "Strategic Cooperation Agreement on Joint Mediation Cross-border Mechanism for Guangdong, Hong Kong and Macao Greater Bay Area" and Appointment Ceremony of the First Batch of Mediation Expert Lecturers. President Xu Jing of the Guangdong-Hong Kong-Macao Greater Bay Area Joint Mediation Institute and Secretary General Wen Guihe of the Mediation Center signed the strategic cooperation agreement on behalf of both parties. Mr. Du Chun, President of Shenzhen Qianhai Belt and Road Legal Service Association, attended the signing ceremony and awarded the appointment letters to the first batch of expert mediation lecturers.

President Xu Jing briefly introduced the basic situation of the Guangdong-Hong Kong-Macao Greater Bay Area Joint Mediation Institute, showing its unique positioning and advantages in terms of its founding, geographic environment, expert resources and mode of operation.

Mr. Wen Guihe, Secretary General of HKIAC, said that HKIAC has responded to the high-quality development of the Guangdong-Hong Kong-Macao Greater Bay Area, and has vigorously promoted in-depth exploration of mediation and the wide dissemination of the concept of "Mediation as Priority", and that the signing of the Strategic Cooperation Agreement and the formation of a team of mediation expert instructors will bring new inspiration to HKIAC and the development of commercial mediation in the Guangdong-Hong Kong-Macao Greater Bay Area.

President Xu Jing and Secretary General Wen Guihe signed the "Strategic Cooperation Agreement on Joint Mediation of Cross-border Mechanisms in Guangdong, Hong Kong and Macao Greater Bay Area".

The first batch of expert mediation lecturers are Xu Jing, Liang Haiming, Lu Tinghua, Zhao Zhigang, Pang De, Kong Xia, Wang Kai, Lian Jie, Mu Yinli and Xiong Daikun. The ten mediation experts have accumulated rich mediation experience in the practice of mediation of foreign-related disputes, and at the same time, they are also professional lecturers and are committed to contributing to the development of commercial mediation. Mr. Du Chun awarded the appointment certificates to the first batch of expert mediation lecturers.

President Du Chun said that to assist the development of the Mediation Centre and commercial mediation is a need for the construction of the rule of law in the Guangdong-Hong Kong-Macao Greater Bay Area, and to further promote the development of commercial mediation, on the one hand, it is necessary to strengthen the construction of mediation teams, and it is hoped that the expert mediation lecturers can play an important role in building the mediation capacity of mediators of Shenzhen and Hong Kong; on the other hand, it is necessary to strengthen the synergistic cooperation of commercial mediation organizations and mediators of Shenzhen and Hong Kong, as there are still dilemmas in the development of commercial mediation, and it is hoped that Shenzhen and Hong Kong can help each other in mutual building and borrowing of strengths, and to give full play to their respective advantages.

Both parties discussed the differences between commercial mediation in Hong Kong and the Mainland in terms of judicial procedures and market-oriented fees. The conclusion of the strategic cooperation agreement and the formation of a team of expert mediation lecturers are important practices of the Mediation Centre in promoting the development of commercial mediation in the Guangdong-Hong Kong-Macao Greater Bay Area. In the future, the Mediation Centre will further promote cooperation and exchanges between Shenzhen and Hong Kong to achieve mutual benefits and win-win situation.
