On the morning of December 28, 2023, Cao Hailai, member of the Party Committee of Shenzhen Judicial Bureau, deputy director of Shenzhen Judicial Bureau, Wang Li, director of People's Participation and Promotion of Rule of Law Division, and Liu Mang, deputy director of Rule of Law Promotion Service Center and his entourage visited the Shenzhen Qianhai International Commercial Mediation Center (hereinafter referred to as "the Mediation Center") for research and guidance, and were greeted by Du Chun, president of Shenzhen Qianhai Belt and Road Legal Services Federation, Zhong Xiaoyu, former vice-chairman of the Shenzhen Municipal Committee of the Chinese People's Political Consultative Conference, Shu Weidong, assistant to the president of the Federation, Sheng Jianming, secretary-general of the Federation, Wang Shouqun, secretary general of the Mediation Center, Wen Guihe, secretary-general of the Mediation Center, and Li Chen, secretary-general of the Shenzhen Corporate Compliance Association.

The research was a way for the Municipal Bureau of Justice to gain an overall understanding of the development of the Federation and the Mediation Center in 2023 and to put forward relevant hopes. Secretary General Wen Guihe briefly introduced the progress and breakthroughs of the Mediation Center in 2023 in terms of business development, team building, communication and research, publicity and expansion, problems and work plans, and also emphasized the existence of certain obstacles and difficulties, and said that he would strive to promote the Mediation Center to achieve new development by starting from the aspects of judicial empowerment, internal construction, and technological upgrading.

The rese deputy director Cao Hailai Lei said that the mediation center still needs to try its best to explore the broad space for development, hardware facilities should be further upgraded, rules and regulations should be further standardized, and technical systems should be further developed, and the center should emphasize the characteristics of specialization, professionalism, differentiation, and internationalization in the cooperation with courts, business associations, banks and other institutions, attach importance to the external image, and promote the concept of "mediation first" in all matters. Mediation should be prioritized", and breakthroughs should be sought in various matters.

The parties also had a discussion and exchange of views on the theme of "how to do a good job in the operation and management of the Association and expand its work, and promote the construction of the rule of law relating to foreign affairs with high-quality development".
